The board of Ellis County Commissioners met in regular session on the above date at 9:00 a.m. at the Ellis County Courthouse in Arnett, Oklahoma. Agenda posted at 9:00 a.m. on March 6, 2026. Chairman, Blake Suthers, called meeting to order. Roll Call: Blake Suthers, Chad Petree, Cole File, and County Clerk Deputy, Gayla Bowman, were all in attendance. Absent: None. Public: Donnie Head with CED #8. Flag Salute. Petree moved to approve and sign minutes from the February 23, 2026 regular meeting, seconded by File, voting aye, Suthers, Petree, and File. Comments and Concerns from the Public: None. Unfinished Business: None. Petree moved to audit Purchase Order and Blanket Purchase Order Claims, seconded by File, voting aye, Suthers, Petree, and File. File moved to approve and sign purchase order and blanket purchase order claims for payment, seconded by Petree, voting aye, Suthers, Petree, and File. Petree moved to approve and sign District 1, 2, & 3 employee time sheets, seconded by File, voting aye, Suthers, Petree, and File. Suthers moved to have the County Clerk’s Office divide money available for Highway Cash Accounts when the Treasurer receives the deposit, seconded by File, voting aye, Suthers, Petree, and File. The Board held a Public hearing regarding “opening of a roadway” for District #3 at 9:30 a.m… Being no protest of “opening of said roadway”, Suthers moved to approve and sign Resolution #55-26 for “opening of said roadway”, “a track of land” located in Section 8 T19N R24W, for approximately one half (.5) mile running North and South, further described as follows: beginning at the Southwest corner of said SE/4, thence North (NO˚07’30”W), along the West boundary of said SE/4, a distance of 2130.60 feet to a point on the South boundary of highway 60; thence Southesterly (s67˚44’34”e),along said highway, a distance of 64.89 feet; thence South (s00˚07”30’E), parallel with West boundary of said SE/4, a distance of 2060.29 feet; thence East (N89˚59’17”E) a distance of 491.54 feet to a point of the West boundary, of Eisenhower Street; thence South (S00˚99’43”E), along said West boundary, a distance of 58.44 feet to ta point on the South boundary of said SE/4; thence West (N88˚41’27”W), along said South boundary, a distance of 551.60 feet to point of beginning, said tract containing 3.51 acres, and the County will maintain said roadway, seconded by Petree, voting aye, Suthers, Petree, and File. NOTICE OF SALE OF BONDS
In accordance with 62 O.S. 2021, § 354, notice is hereby given that the Board of Education of Independent School District Number 42 of Ellis County, Oklahoma, will receive bids by: sealed bid, facsimile bid, electronic (Parity®) bid or similar secure electronic bid on the 14th day of April, 2026, at 11:30 o’clock a.m., at the Board of Education Room, High School Building, Shattuck Public Schools, 602 South Hickory, Shattuck, Oklahoma, for the sale of $1,365,000 of General Obligation Combined Purpose Bonds of said School District, which Bonds will mature $1,365,000 annually in two (2) years from their date. The bids will be opened and read and shall be awarded at the first Board of Education meeting held after the bids are due.
Said Bonds shall be sold to the bidder bidding the lowest rate of interest the Bonds shall bear and agreeing to pay par and accrued interest for the Bonds. NOTICE IS HEREBY GIVEN that WILLIAM TODD SEYMOUR has filed in the District Court of Ellis County, State of Oklahoma, a Petition for Summary Administration of the Estate of PAUL A. SEYMOUR, deceased, requesting that the Court determine the heirs of the decedent, distribute the estate, and discharge the personal representative. Pursuant to 58 Okla. Stat. §246, you are further notified of the following:
1. Decedent PAUL A. SEYMOUR, JR., died on January 21, 2019, at 95 years of age. At the time of his death, Decedent resided in Sedgwick County, Kansas, and owned interests in real property in Ellis County, Oklahoma.
2. Petitioner WILLIAM TODD SEYMOUR resides 153 South Heritage Way in Andover, Kansas.
3. Decedent had a last will and testament executed on December 9, 1998, in Sedgwick County, Kansas. The will was not offered for or admitted to probate in any of the United States and, therefore, cannot be allowed or recorded in this court pursuant to 58 Okla. Stat. §51.
